The United Nations, abbreviated as the UN, is an international governing body designed to promote international co-operation, economic development, social progress, human rights, and prevent global conflict.

In Act of Aggression, the United Nations, determined to investigate and uncover the truth behind the Shanghai Crash, signs the "Chimera Protocol" in secrecy. This protocol binds several UN Members states together to provide military intelligence and support for further investigation, thus creating the faction known as "Chimera".
