Transnational Crime Organization is UN organization that investigates worldwide crime. During Shanghai Crash, Transnational Crime Organization caught conviction that unknown faction was behind this economic crash. While most people treated this as normal phenomena, people within this organization kept suspecting involvement of unknown faction. That suspect was led to the formation of Chimera Protocol.
