The "Cartel" is a military-industrial syndicate and violent non-state actor formed sometime during the 21st century. The Cartel utilizes high-tech equipment, stolen prototypes, and stealthy operatives for their unknown agenda.
The Cartel emerged as a result of a global economic crisis during the 2020s. The Cartel infiltrated numerous government organisations and agencies, which forces the United Nations to respond by creating a special unit known as the "Chimera".[1]
